Outbreak has rental shops available to set up your own private businesses - before there was no real advantage as you couldn't earn HUD cash which made things pointless.

That's changed as now private business leads have their own registers that pay 4x more than normal registers (course if you have staff you have to pay them out of your own pocket!)
