So... the idea comes for a complete refresh of the things over Outbreak... RP dynamics and mainly not touching the lore and story behind this present moment...

"A catastrophic event (super large horde, earthquake, flood, napalm attack... whatever) makes island evacuation imminent as you could see how remnants of civilization disappears in it... along with the bar, the hospital, the Sam n Ela diner, etc... all gone...
Factions seems to suffer that fate too, except for the Keepers (not sure if they are still around... or could be another random faction with guns too), since their goods and defenses seems to be way better than the other ones they managed to survive mostly intact to such event.
Eventually the survivors returns to Arklay to regroup in what was left of the city, with all the factions gone as well as their safe places... people have to form groups to survive, settling themselves into new grounds... finding safe haven...
the only remaining group fully organized and with resources (the keepers or another group) "protects the rest of the survivors for a fee (half of your shit... if that sounds familiar hahahahaha) making the newly formed groups grows in tension with em' causing occasional uprisings here and there, people naturally try to reinforce their settlements with scavenged materials as well... scavenging has become their main source of food collection and goods... along with trading (right back to the dark ages).
the factions might own one commodity to trade with the rest... forcing socialization, alliance or war between em' for such stuff.
Every settlement has to have a pantry (to have their goods) and perhaps one NPC med staff to path em' up (unless a bold survivor is willing to do that job, in which case... I'm pretty sure they will be chased to cure other injured folks all over the settlements)... since there ain't no formal hospital any longer, people has to be more aware to get hurt or killed... it's a possibility and will have to deal with such consequences.
The streets are no mans land... that's why scavengers needs to be appreciated, just the brave ones are able to make their way in this new world where dog eats dog."

Basically that's the main idea... the scavenging system and the money remains the same...as well as the health.
This changes will allow us to play with the few survivors currently in sim... and would make old players curious about the changes and perhaps draw em' back in sim.
I still dunno how Rentals could be managed, but I would like each survivor group leader could have a said about who rents inside their settlement, cuz' it's a bummer to have a full house and not a single renter is into the settlement faction or aport any rp to them.
