It's been almost a year before I've finally decided to address the issue of characters under the age of 18 in Outbreak.
Let me start off by saying that I am a big opponent of any rules or policy that limit stories and creativity. To simply ban child characters because "they are annoying", "I am afraid they will ruin my RP", or "LL will shut us down" doesn't even begin to move the needle in terms of justification to me. Personally, when I was actively RP'ing in the Crack Den (a forced fantasy sim in nature), we had AMAZING stories and scenes that developed through youth characters... there's also the fact that the zombie genre is rife with youth in their stories and fiction.
However, after discussion with a number of people and really thinking of the "state of Outbreak" right now, the sim is not setup for child characters to safely play in without being at risk of being AR'd unnecessarily, and there aren't "safe zones" like a school, arcade, etc. that we can outline on a map.
Until we're able to add another sim or reconfigure the existing layout, as well as have the logistics in place to on-board underage characters, we are officially going to disallow players actively role-playing as characters under the age of 18.
