Would it add a new twist if some scavengable items to be duds? Like a can of macaroni? Perhaps it sat in the hot sun for two summers and dried up on the inside? Believe me, my grandfather was a packrat and my father discovered a few cans on peaches in the basement that he could shake and whatever was inside clanged around.
I wouldn't necessarily say the dud item runs the risk of harming you, just disappoints you and ups the stakes even more to scavenge or RP with folks to acquire "un-dudded" items. These items would only reveal themselves as duds when they are rezzed before consuming (that's the added disappointment).
