michaell hallisonsaid“Attention Residents of Arklay Island: By order of the Arklay Police Department, all inhabitants of Arklay Island are advised to vacate the island and seek refuge at the closest refugee camp. As of the writing of this note, The Los Angeles refugee camp and San Diego camps are both compromised. The Police Department can no longer be responsible for the well being of this islands residents. All police, hospital, and fire personnel have been advised to vacate the island. Stay at your own risk. Sincerely, The note above could be found tacked to the locked doors of the police station. In the parking lot a single police cruiser left with a flat tire. The hospital didn’t look much better. The ambulances gone, most of the windows broken out, only a few of the staff members staying onboard to care for those too stubborn to leave. The municipal services of Arklay Island crumbled in the wake of the Outbreak, and it was only days before the things began to turn into the Wild West. A few weeks into the devastation, vehicles rolled into town. The markings on the side indicated members of the nearby Romero County Sheriff’s Department, however the way they would carry themselves would be cause for suspicion. Rather than take over the police station, the armed deputies marched on what was left of the hospital, led by self deputized Sheriff Jeremy Briggs. The group consisted of paramedics, doctors, nurses, and of course lawmen. With so many people staying in Arklay as well as those looking to escape the contagion, a need for a new style of law and order arose. The Arklay Emergency Service Group (AES) formed to fill the void. It became comprised of Sheriff’s deputies, former Arklay police officers, Arklay Memorial Hospital staff, as well as members of Arklay Fire & Rescue. At first the AES Group was formed as a ruling party for the island, controlling what they thought was the most valuable commodity, but it soon became clear as they learned of the opposing forces - that a very carefully maintained balance would be necessary to avoid more bloodshed. Now the AES Group functions as the law, law makers, healers, and refuge – but all of this comes at a price. Having taken full control of the hospital and it's resources, the AES deputies serve as law and order, judge and jury, as well as the tax man. While any cadet or deputy has the power to arrest, any sergeant or higher has the power to sentence. A crime they deem grizzly enough may earn an inmate the right to trial by combat. In order to ensure the safety of the town, AES IC'ly collects taxes from the local businesses (although this is normally only done through npc and if it is rp'd out per a business owners wishes - no actual HUD money needs to be exchanged). Taxes range from goods and services to basic supplies. AES is comprised of the following roles (No Application Needed Roles - generally limited to the base of operations, these are not first responder roles and are protected by what would be assumed a small band of npc’s within the hospital) Nurse: Those who are new to Arklay and looking to join a stable group that provides shelter, supplies, and a reasonabl quality of life look no further than the Arklay Emergency Service Group. As nurses, survivors are taught the basics of how to care for the injured, maintain a basic level of care of patients, and ultimately help ensure the survival of town's people. Nurses can perform a wide variety of tasks in the hospital, and are not necessarily all medical related, but at some point will all have been trained on the basics (via npc). Doctors: Over time, nurses who learn the medical craft or have prior medical experience as well as dedicated time at the hospital, may be bestowed with an Arklay Medical License. While it bears no real value in what was once our world, on Arklay Island it recognizes their importance and medical knowledge. They are looked to for guidance by the nurses and have the primary say in patient care. Pre-requisite: Time spent as a nurse Surgeons: Doctors who hone their craft even further, and become skilled or have prior knowledge of surgical procedures may be bestowed with an Arklay Surgical License. These are considered the most valuable of the medical teams as well as rarest. The surgeons when needed, hold the ranking position amongst medical personnel - reporting only to the Chief Medical Officer or Sheriff. Pre-requisite: Time spent as doctor, IC interview with Chief Medical Officer or Sheriff, OOC willingness to drive overall hospital plots and theme. (Application Required Roles - generally roles that have “patrol” options and are utilized outside the safety of the base of operations. All applicants must start as a Cadet) Cadet: Those who are new to Arklay and looking to join a stable group that provides shelter, supplies, and a reasonable quality of life look no further than the Arklay Emergency Service Group. As Cadets they will learn the ropes of policing the town and primarily should focus on basic peacekeeping. Cadets are limited to foot patrols. Deputy Sheriff: Members of the AES Group who prefer peacekeeping or law enforcing measures will progress to the role of deputy sheriff. Deputy sheriff’s are armed by the AES Group in order to help enforce The Arklay Island Charter and protect from the undead. Deputy sheriff’s do not actively seek out minor offenses, they are more concerned with the overall protection of the town. Deputy Sheriff’s are entrusted with the use of one of three police vehicles (mix between Romero County Sheriff vehicles and Arklay Police vehicles - does not matter which one is used) for patrol. Pre-requisite: Time spent as EMT and choice to progress to Deputy Sheriff / Rank Structure: Deputy Sheriff / Deputy Sheriff Grade I / Deputy Sheriff Grade II Sergeant: Watch commanders of both the Deputy Sheriff’s and Paramedics (as well as EMT’s), they are primarily responsible for handling any escalated situations that may arise from the public as well as negotiations with other factions that involve the AES Group. While the Sergeant may still perform their normal duties (paramedic or deputy sheriff depending on their skill set), they are generally more subtle and diplomatic when dealing with issues. Pre-requisite: IC interview for promotion with Sheriff or Undersheriff (when created). OOC Willingness to help drive AES Group stories and assist new members of the AES Group. Time on sim or activity is not a guarantee that one is qualified for this position. This position is one that is chosen for a variety of reasons. UnderSheriff: Second in command for the AES Group. Responsible for all AES Group operations in the absences of Sheriff. This is an appointed role on a needs basis. Sheriff: Commander of the AES Group. This is a sim appointed role. ** Additional ranks may be added as needed as time progresses - but promotions are assigned based on IC merit only. It's not about the tag you hold - it's about what you do with your character, embrace your character. If you feel you should be a higher rank, feel free to role-play being resentful - but keep it IC. **
