Nolan was born in Arklay - I'm not particular if the brother was born there as well since families split all the time. My first preference is that this person be someone who would at least stand by Nolan's side at first as they create this rebel faction that is based out of the old resort. Alliances could always change as stories progress! I don't mind Nolan's brother leaving the faction or even eventually taking it over (I could never picture Nolan as a true leader ICly).

I'll refrain from putting too much a backstory on Nolan since I'm willing to change it to accommodate some family, but he is not a people person. He lost his job when Deimos Research Labs started to staunch tourism even more on the Island, which sent him into downward spiral. He lost his home to the bank. Lost his wife & kid to another man. He's a drunk who only is staying sober to stay alive and blames the contagion on the lab as well. He attributes his losses to bureaucracy and so is on a path to eliminate it when the world is right again.
