I took a good amount of time on the business web generator but was a bit stumped by it being a private or official business. I decided it's both, actually three. Private, Official and "Official", in that there would be a partial government oversight to it. That led me to the question of who is the government. Business leaders? Is there a City Comission? Manager? Mayor?  I read about the town hall meetings but are they the government?
